When did you make the purchase? You have 60 days from the time of purchase to leave feedback and 45 days from the time of payment to file a claim with Paypal.

If less than 45 days have passed since purchase go here:

and open an Item Not Recieved Dispute.
If the seller cannot supply Proof of Delivery, Paypal will refund you and go after the seller for the money. He will get a violation on his seller account and neither of you will be able to leave feedback.
If less than 60 days have passed, but you did not win a PP dispute and get your refund, you can leave feedback for the seller. The most effective feedback is calm and factual.
At the same time you will be asked to leave Detailed Seller Ratings. The normal rating is Five stars. The lowest rating is ONE star.
If more than 45 days have passed, you can go to the credit card you really paid with (Paypal is just a mediator) call the 1-800 customer service number and ask about a chargeback on undelivered merchandise.

In a case of INR, both seller and buyer can leave feedback. They cannot leave feedback in a case of non payment only.
