You did NOT order from eBay -- you ordered from a seller on eBay.
You have to contact the seller and ask (contact info should be with your purchase details).
If you want to talk with eBay (phone only, no email) click on the "Help & Contact" at the bottom of this page. The only people reading this forum are buyers and sellers, no eBay staff.
If you purchased the lights more than 6 weeks ago, and the seller does not have tracking, you should open an Item-Not-Received case on eBay. Details are with your purchase information. After 60 days any claim would have to be made through PayPal (if you paid that way).
