I sold an item to a member in Brasil. About 8 weeks later he asked me if he could return item, as the import taxes were extremely high in Brasil. I told him, that my listing said no returns accepted and that this was an issue between him and the government of Brasil. To my surprise a month later the package arrived at my doorstep as refused. Have not heard from this member in a year. Can I relist said item ?

Its a myth thats been spread for years that having "no refurns" meant paypal refunded without requiring a return.  Based on a post on .com from someone who later admitted they selected the wrong option resolving their case.  There is no problem with having no returns, thats why ebay provides that option

 

You lucked out op, if they had just filed non receipt you wouldn't have been able to prove delivery and would have lost out.  i've had that happen only to have the parcel show up long after marked refused

I hope that you did refund at least his original asking price. It would also be acceptable to reduce that refund by any 'return shipping' charge Canada Post may have dinged your with.

 

Keep in mind.

No RETURNS does not mean no REFUNDS.

They are even spelled different.

It has been reported that sellers who refused to accept a Return from an unhappy buyer, have had the buyer's payment refunded by eBay/Paypal without the usual requirement to return the item.

 

It is also an unfriendly ToS, and best dropped. Bad buyers will ignore it, and good buyers will move on.
