I sold an outfit, after paying for it the buyer wants a refund, which I will do upon receiving the suit. If the 3rd bidder buys it for a lot less will E-bay give me back some of the fees I paid?

Do you mean that the first buyer is returning it for a refund? If so, there is some process by which you follow, guided by ebay, for returns. I don't have much or any experience to share there. When it is returned to you and your business with the first buyer is concluded, you can make a second chance offer to the next highest bidder. Is that what you mean?

When you refund your buyer, on return of the goods, you will also have your Paypal fees returned.
To get a refund on your eBay selling fees, you would ask the buyer, on return of the goods, for a Mutual Cancellation (Resolution Center). When he agrees, or if he ignores it, you close the MC and get your FVF back.
If he refuses, you don't get them back, so if he is grumpy, tell him the MC is a formality he can ignore if he likes.
You don't get your listing fees back.
You don't get the postage you paid to send the item back from Canada Post.

If the item is already with the winning bidder, the chances of selling it to an underbidder are slight.
You can try, but don't count on it. That ship has probably sailed.
Plan to relist. If you do get the underbidder's agreement, hey, bonus!
