I wasn't paid, but cant open an unpaid item case because it says the seller revived a refund.

I sold an item at the beginning of November, this was my first time selling so I didn't really know what I was doing. Everything seemed to go well, I shipped when eBay said the buyer paid (I found out later that you should wait until you have the money in Paypal, I know I screwed up there.) Anyways I have yet to revive the money (It is Nov. 26) so I tried to do an unpaid item request (I had already tried to contact the buyer over the past month, but no replies). Upon filling that out eBay said that I couldn't because the buyer was issued a refund on Nov. 6th. I never issued a refund and now I am out the money I would have made, and the shipping cost. What should I do (and were did I screw up)?

 

Also, the help menu to contact eBay keeps bringing me to open an unpaid item request, so I cant contact them either 😞
