No you can't cancel.

You can ask the seller if they will cancel but

they are not obligated to do it.

I realize you are new to eBay but there are rules that everyone needs to be aware of. Never hit the commit button unless sure. Here is eBay's payment policy..

Most sellers block buyers with 2+ unpaid strikes so you don't want that to happen or ebay can restrict/suspend.
