( i try to welcome people to my listings)
my question:
I know a seller in the far east who list's her shipping at 9.99 flat. I asked her how does she ship for that? She responded it costs12 or 13 $ on average and im trying to get my shipping stars up.
I was thinking of just putting flat rate 10$ to canada and 15 $ to USA so I dont have to go through the time adding exact measurements to my listings. Does anybody do this and can you tell me more, or your opinion? Thanks.

Also, im not accustomed with Canada Post's revised small packet, if anybody could sum that up easily would be appreciated. I don't ship sP regularly but I'm thinking of diversifying my product base.

Your question is not making a lot of sense. Simply stating a shipping cost is not the same as knowing what your cost is.
I have weights and prices for around the world memorized. I use flat-rate. Sometimes I make a dollar, sometimes I lose a dollar. That is not the point. The point is, buyers are not sold on "free shipping". They know it is not free. They can be enticed with accurate shipping and price pointing.
Under 250 grams
Canada $10 USA $8 World $10
250 - 499
Canada $10 USA $10 World $20
500 - 1K
Canada $10 USA $16 World $40
Then I work my price of the widget plus shipping so I end up with, for example, $49.99 for the USA as they are my primary market. Cdn's are cheap and do not like paying shipping at all. The world will pay, just do not bend them over a barrel, be fair.

Are those mostly sent small packet? What about dimensions larger than 90 cm and over 1K?

Over 90 is a bear. Over 1K is not. This is where dimensions come into play.
Canada I still charge $10 because that is where FVF on shipping comes into play. USA I charge $20, world $60.

refers to the total or length + width + height =
which for small packet cannot be over 90 cm

Flat rate shipping cost.
Setting shipping within Canada as $9.99 means that if it costs more the extra cost is paid partially by the price of an item.
I live in Winnipeg and for 2012 my flat rate was $12..00 US for less than 1.00 kg.... calculated using the Canada Post website.... and 25 % less with Paypal
I calculate this as shipping from Winnipeg, MB to Victoria BC. Winnipeg to Haifax NS is about the same cost... and then Victoria to Halifax is only a few cents more.
If you use Paypal for labels/shipping cost, then $9.99 should work for Canada.....
If you ship to Nunavut the actual Canada Post cost will be close to $17 for less than 1.0 kg... and will also be a lot more than $12 ( before Papal's 25 % off) if you ship to certain destinations in the interior of BC and to Newfoundland.

In order to sort out the cost of postage to major cities I used my postal code and the postal code of major universities in a city or that city's City Hall.
As an example the postal code for University of Victoria is V8W 2Y2

Over 90 cm, or, one dimension is excess of 60 cm and you get into oversize. Rates go up quickly. Made that mistake on a parcel to Greece a few years back.
What I have discovered is that CP rates are based on how many times the parcel has to be sorted. Major centre to major centre the rate is good. A second handling to a smaller centre? Cha-ching. A third handleing to an outpost? Extra cha-ching.
Then again, odd things can seem quite reasonable. Shipped framed artwork from Winnipeg to Churchill, Venture 1 Expedited. I forget, but, about 15kilos, 1m X 1.5m, insured for $700, total was a whole $50.
My volume of Cdn sales is so small it is not worth considering precision.
