I emailed a buyer to ask for a lower shipping charge before I bid, and she emailed me back with a lower price and told me if I won she would send me an invoice with that charge. It's been 3 days now and the seller has not contacted me or responded to any of my emails. Not sure what to do at this point. Any help would be very much appreciated as I do not want to get an unpaid strike against me or pay the higher priced shipping charge and find out that I wasted money and not receive my item.

It's Monday. She may not work weekends.
If she did, she had the right to file an Unpaid Item Claim after 48 hours. Since she hasn't, there is no problem... yet.
If she has not responded by Day Seven, you can Report her as a Non-Performing Seller. But I doubt it will come to that.
