On February 11 2013, Canada Post will introduce two lower-cost trackable services for US and International shipments: Tracked Packet – USATM and Tracked Packet – InternationalTM. These services will be an attractive option for PayPal customers who are sending shipments under 1kg to the USA, or under 2kg to other supported countries. The ability for PayPal customers to print shipping labels for these two new services will be available shortly.
With the upcoming introduction of these two new services, Canada Post will retire their Small Packet – USA Ground service effective January 14. This means we are discontinuing the USA Surface Small Packets service for PayPal customers using the print shipping label feature. PayPal customers who attempt to access USA Surface Small Packets service on the PayPal website may experience an error message until this service is removed from the online menu later this month.
Additionally, there are changes to insurance options for a select number of shipping services offered by PayPal for customers using the shipping label tool. Effective January 14, customers will no longer receive any liability coverage on packages sent with Small Packets services, and will no longer receive complimentary insurance on Regular Parcel service.
Tracked Packet – USATM and Tracked Packet – InternationalTM will become available via PayPal shipping label printing very soon. We’ll have more details regarding timing and label printing discounts for these services shortly.

It say they are retiring SP & Sp air jan.14 but not replacing until feb 11th?

They are retiring small packet ground USA but not small packet air. I've read that small packet surface will still be available at post offices/outlets until Feb 11 which is when tracked packet will be available.
I think that the majority of sellers will be "replacing" USA ground with small packet air rather than tracked packet, so imo the time difference shouldn't matter that much.

Actually from what I've seen cost wise "Tracked Packet" is definitely NOT lower in cost when shipping overseas. Certainly not an "attractive" option at all.
