I don't think the post office can handle that so your options are limited to UPS or FedEx.
If you use the Ground service with either there will be a brokerage charge if the value is over US$200, both companies can act as the broker.
One thing you might consider is to send the bike "Free Domicile" which means all charges for brokerage and any import duties will be billed to you. You can find out in advance what these charges will be and add them to the shipping and handling charge.
I suggest this because FedEx at least (if it's the same as in Canada) will deliver the package and later bill the recipient for the extra charges, if they don't pay they will bill you instead. UPS as far as I know will collect these charges on delivery but you might want to check on that first.
You also need to check to make sure that even with FedEx/UPS that it's within the size limits. I see in the listing a comment about a $30 packing charge, not commenting on the charge just advising that if you don't have a proper shipping carton you can probably get one easily (and free) at any bike shop. There are a couple shops near me who through out lots of every week as I think most people pick them up fully assembled.
