Did you buy an item which you have not yet recieved and are concerned because the seller has relisted something similar?
Two weeks is barely enough time for your item to get to Canada from Bulgaria. But since you are concerned, go to the original listings (Paypal has it) and use Contact Seller.
Ask for the date and service of shipping. Also ask for the Confirmation of Delivery/ tracking number, but don't worry if he doesn't have one.
Remember that most of the items sold on eBay are mass produced and a seller may have dozens of identical items.
Sellers are allowed to adjust prices if there are no bids on a listing. Usually this is down, because the item is not selling, but sometimes a seller will realize he is underpricing and will increase the price.
Do you mean you think the seller is bidding on his own items? This is called "Shill Bidding" and it is not allowed. The easiest way to see if this is happening is to watch for retracted bids. A shill does not want to win, he wants you to win at your highest bid. Shills will push the bid until they are the high bidder then remove their bid, leaving another bidder to win.
