''Seller's PayPal account is unable to accept your payment at this time.'' So what do I do next if I can't pay?

I won this item on the 18th already and I am unable to pay the seller because I get this message :

fulaideng11688's PayPal account is unable to accept your payment at this time. Contact the seller to assist you with completing the order at this time. Please contact PayPal customer supportfor further assistance.

So I tried contacting the seller and got a dead-end answer bla-bla-bla and have a good life! No information as to why I can't pay him or anything. So I wrote back and asked him to cancel the transaction because I don't want a strike for not paying and NO ANSWER this time!  I also contacted Paypal and was told to look for another seller if I couldn't buy from this seller. What?I think they didn't understand my problem here. Thing is I'm stuck with this item that I won in my purchased list and I still get the message that the item is unpaid for. Can I mark it as 'Payment sent' or do I need to cancel this transaction otherwise and how? Thank you

You ought not to mark it 'payment sent' as that will not nullify the transaction.  To cancel, the seller has to send you a request for cancellation.  I do not believe this seller will spring an Unpaid case on you, however, as he has no listings up right now meaning he is either taking vacation or closing his account(s) entirely.  A seller has only 32 days in which to file one of those.

Ordinarily you could always find the transaction in your paypal and send a seller the money that way, but in this instance I wouldn't if it were me.  With no useful communication from the seller, it is not likely you would receive your item. 

You might try one more time to simply ask the seller for a cancellation.  Be as specific, clear, and concise as possible, - and always polite.  Same as when you call pp customer service.
