So.
How much do you want the item?
If the most you are willing to pay is the amount you bid plus advertised shipping, and he will not ship for that, you can start an Non-performing Seller dispute.
If you have paid, you can start an Item Not Received Dispute.*
If you are willing to pay a bit more, you could try negotiating with the seller. Does he know that he can ship to Canada with First Class International shipping through USPS and have Confirmation of Delivery? And that FCI carries up to four pounds of goods?
You have other tools.
Feedback can be left for up to 60 days. The most effective feedback is calm and factual. A negative like "Refused to ship for advertised S&H fee.' will hurt his future sales.
Detailed Seller Ratings are left with feedback. The normal Rating is Five Stars. If a seller drops below 4.3, his ability to list and sell on eBay is greatly restricted. The lowest Rating is ONE Star. No stars is a Free Pass. This seller does poorly on Communication, Shipping Cost and Description.
If the seller leaves you feedback, you can Respond to it indefinitely. This does not affect his status, but really shows up on a FB page. Again the most effective Response is calm and factual.
He can also Respond to your feedback.
* I would not advise paying until you have an agreement in place. You will just tie up your money.
