Received the following e-mail from a potential customer in China:
"ebay says i'm not allowed to bids on this item, so could you cancel the limited on buyer?"
I e-mailed her back to say that because she was in China, shipping would be very expensive, I gave her the price for shipping and said if she was still interested to let me know and I would include China as one of the shipping locations.
Received this e-mail from her:
"i have an US address in CA ,do not worry ,you sent item to CA, i want it; if ok,please give me an best offer,i'll take it,thanks!"
I looked at my blocked bidders list and it appears she tried to bid once on the item (the feedback numbers match in the blocked buyers list with the feedback on her inquiry) but I have my buyer requirements set at 2 Unpaid Item strike(s) within 6 Month(s) so I believe that is the reason she has not been able to bid.
My question is: If I use the BUY IT NOW with immediate payment feature with this purchase, will she be able to buy it, or do I have to take off the unpaid item strike requirement in my blocked bidder list until (or if) she buys? Are there red flags on this for those who are more in the know than I am on selling on Ebay?
Hope this all makes sense. Thanks for any and all help.

if she has two unpaid strikes, and yer blocks are set, yeah, you need to remove them. Is her USA address a Paypal approved address? I've had sketchy buyers come through. I've had decent ones bail.

If you put the buyer's eBay id on your blocked bidder exemption list, that should be enough to override the 2 strike block.
I now that the exemption lists works for blocked countries for sure as I have done this a few times. Not for strikes.
So I would try the exemption list.
However, putting on the exemption list will most likely allow a China address to be used. Make sure they set their eBay shipping address to their USA address before paying so the PayPal invoice has the USA address. If not, then you have to ship to the China address with Delivery Confirmation for PayPal protection.
What is the item and value? Is it an item that can be scammed?

Thanks Inuk and Poco....the item is 300853184055 porcelain doll. I sent her a note saying that if the US address is a Paypal confirmed address, then we would be pleased to ship it to that address. Haven't heard anything back at this point. Even if she said that she changed her address to the US address, I don't have any way of knowing that until the transaction has taken place, do I? This may be more of a hassle than what it's worth, so I may have to reconsider selling to her.

It does not have to be a confirmed PayPal address for PayPal protection. PayPal covers non-confirmed addresses with their seller protection.
I wonder if they are using a forwarding service based in the USA to consolidate shipping of purchases to China. Not that it matters. You would be PayPal protected by shipping to the USA address if that is on the PayPal invoice as long as you use a DC service. Your liability ends there except for SNAD (Significantly Not As Described) claims.

I'm gonna go out on a limb and say you are asking for trouble. There may be a language barrier. I had to read the whole thing a couple times. The doll is a repo. They may not grasp that it is a repo of a 1911 doll. They may think it is an original.
I dunno, my spidey sense is tingling.

I was thinking the same thing that the buyer might think is a 1911 original doll. Than was my first impression when I read the listing but the price was too low, LOL.
Some sales are not worth the trouble. Will the item sell anyway over time to Canada and the USA?

There is also the possibility that the buyer knows it's a repo
and wants to copy it and sell them herself.
Myself I would not take her off the BBL.

Just so you know for future listings or if relisting this doll, using the words J D Kestner and 1911 in your title is considered keyword spamming - a big no no which could get your listing pulled. This is not a Kestner 1911 doll, you could add 1986 to your title though. Your buyer would win a SNAD if she thinks it is an antique based on your title. Just trying to help you.

Another mistake in your listing.
All breakable items like glass dishes, crystal, mirrors, figurines etc. are shipped at buyers risk, all packing is done with great care and all items are insured against loss but the postal system will not insure against breakage.
You as the seller are responsible for getting the item to the buyer in one piece
and the buyer can file a SNAD claim if they do not receive it in one piece.

Toby and Vintage -- thanks for the suggestions regarding the listing. I've changed both. I thought that with the word reproduction in the title that it would prevent anyone from thinking this was an original doll; I hadn't heard of the term keyword spamming but I'll look that up for future reference on my listings. I've got a lot to learn yet in this Ebay world and I DO appreciate the suggestions that have come from this forum.

Your integrity of changing the title is admirable. I would still try to include the original maker name in the title, however. "Faux Kestner"
I am never one to support spam. Matter-o-fact, I report it. This is a wee bit different. This is a copy of something. Buyers should know of what. Man! This is a fence straddler.
Yer first title was, ahem, cough-cough, a wee bit misleading. This title swings all the other way. Middle ground.
