The 20% discount on monthly eBay fees should be dependent on dealer rating or on monthly sell?

If your monthly eBay fees is more then $1000.00 and your dealer dash board rating is just under few points like 2.22%. That means after a lot of efforts you will loose your discount. Is that fair with a hard working seller? I think the calculation needs improvements to encourage eBay sellers.

It's called a TOP rated discount not a close to top rated.

How would fair would it be to the sellers that actually made it TRS status if sellers who didn't received the same discount. What kind of "encouragement" would that be?
