If you have not already done so you will likely need to open a claim on ebay for Item Not as Described.
First thing to do is contact the seller and give him the opportunity to assist you. If he is of no help, you will want to go to the ebay Resolution Center and open a claim:

Usually a seller must pay return shipping for an item that is not as described (ie, it does not work) but if your seller is outside the country that will be difficult to do. So you may need to use the Help & Contact link at the top of the page and have ebay step in and sort it out.
For now, however, contact the seller, and then proceed to the Resolution Center if need be.

Don't wait around too long for the seller to give useful help.
You only have 30 days from payment for an eBay Dispute.

A buyer has 30 days from the actual delivery date (or last estimated delivery date) on ebay as explained in Timing section of the ebay policy page:

A buyer has 180 days from date of payment to file a paypal claim, as outlined in Section 13.5 of the paypal Protection for Buyers policy page:

That's a lot longer than 30 days from payment, in both instances.
