I cannot even begin to explain how utterly **bleep** off i am. i first would like to say how ridiculous this site is. there is not a SINGLE place where you can actually contact a representative. all the costumer support section does is send me to a bunch of information that makes absolutely no sense, and has absolutely 0 relevance to the situation at hand. so i have resorted to using the answers centre section which probably wont help much either
SO here is what i have been trying to figure out.
Recently i had bought a stroller and carseat travel system on Ebay. it costed me 300$. a week after i had purchased it ebay contacted me and said that the dimentions were too big and it couldnt be shipped for some lame reason. and that i was going to recieve a FULL refund. the next day i recieved a refund for 90$ .... yup thats right NINTEY DOLLARS. when i was supposed to recieve a FULL refund of 300 dollars. i have contacted the seller, TRIED to contact ebay. and TRIED to contact paypal and nobody can tell me ANYTHING about where the rest of my money is. i am so UNBELIEVABLY fed up. i am a good and faithful buyer on this site and am absolutily **bleep** of how this happend.
can sombody tell me if they have gone through this with anything ?
or tell me why i only got a partial payment.
ALSO if anybody can tell me where i can actually get ahold of a ebay representitive PLEASE let me know. im so fed up with there customer support section. im 37 weeks pregnant. my baby will be here any day and now i have NO carseat. NO stroller. and am going to have to dish out another 200-300$ of money i dont have to purchase a knew one.... UHHHHHHHHG.

1. You can open a case - Item not received (go to Resolution Center)
2. Contact ebay, unfortunately by phone only (go to Customer Support)
3. Contact paypal -by phone or email, they little bit faster with responds. Go to your personal paypal page - Community - Customer Support, on the right side options for call or email)

Was wondering .. You bought 2 item was one item $90 and the other x amount and maybe they refunded on thing but still shipped the other ? It's alot easier for Ebay reps to help on this one as none of us can see your account to know exactly how or what happened ..
Anyways do what the other poster said and you should receive a full refund .....
In the Mean time if not much money or time but something used ..put an add on kijiji .... Get your spouse or someone close to pound the pavement for ya...

Sounds like the Global Shipping Program.
There is a limit on the size of items Pitney Bowes will accept under the program.
Your seller was unaware of this and under the GSP, you were charged duty and sales tax plus a processing fee in addition to the seller's shipping fee and the purchase price.
There have been other complaints about short refunds with the GSP, mostly to do with that processing fee.
File the Dispute as the other posters have advised.
You really don't want to talk to a minimum wage clerk with a script. You REALLY REALLY REALLY do NOT want that.
Go with the computer program.
