Hello,
Shipped a parcel to Portugal March 30th by small parcel airmail which is what the buyer paid for. He notified me yesterday that the parcel has not arrived. It has been past 60 days. Thanks

It is only 42 days. The buyer still has time to file a complaint with eBay/PayPal for non-receipt.

I would refund the buyer in full immediately and ask him to submit another payment upon eventual arrival of the parcel. I would then file a claim with Canada Post.

That is up to you.

To me what matters the most is to keep your seller's reputation intact.
As Pierre said, I would refund the buyer in full.

I suggest you add this buyer to your blocked list. I always do when I have problems with a buyer.
He maybe really did not receive the package, but maybe he's trying to steal from you so you better just block him from buying from you again.

It has been 60 days when item was purchased/paid for. Also, this is a 200.00 item.

March 30th to April 30th = 31 days
April 30th to May 10th (today) = 11 days
Total from March 30th to May 10th (today) = 42 days.

Is the following correct?
(1) Small Packet (parcel) airmail.
(2) Value of purchased item.... $200
(3) No insurance
(4) Did buyer ask for Small Packet? a very low cost option with no insurance coverage.....

I will use tracking mail if I sell that expensive thing.
Last year I also faced to this kind of problem, buyer said she hadn't received the item almost after 1 or 2 months later. I fully refund to her. If the item was valuable, I would claim with post office. However, all of my items are not much high value, I just think that's are part of my cost.
