What postal company uses a tracking number starting with PP

Which postal company uses PP on its traking numbers? I have not been able to find who my parcel was shipped with, and I cannot contact the seller.

Where did the item come from? Country-wise.

If the format is:

LL NNN NNN NNN LL    (L = Letter N = Number)

Then it was sent by the country's government postal system (Canada Post, USPS, Royal Mail, etc.)

Most courier companies tracking/waybill numbers are a mix mash of letters and numbers with no real pattern (that I can see, at least)

Once your package reach Canada, shipping number will be change to local system, RR ###### its not eligible for online tracking
