I paid for an item in Dec, recieved it just before Christmas holidays BUT item was marked by the PO (somewhere) as "Item not recieved". I followed up with seller (100% rating/long time seller) but heard very little back after initial contact.
Canada Post said seller had to start action with tracking #.
Have had no further contact since & no replies to my messages. Naturally its too late to "Open a dispute" but I am angry, have recieved no refund, no replies back & can not leave feedback anymore!
Any help out there, Advice?

I'm sorry but I'm not quite sure what the problem is since your first sentence says that you received the item just before Christmas. Why then do you want a refund or have I misunderstoodsomething?
When you said that Canada Post said that the item wasn't received do you mean that when you looked at the tracking number it said that the package was never mailed? That could be because the number really wasn't a tracking number, it was an invoice number or customs number.

But if you didn't receive the purchase and you paid with a credit card through paypal, you could try filing a chargeback with the credit card company. I'm no aware of any other options at this point since it is too late to file a claim with paypal.

I'm sorry, this is all new to me here.
I was given the tracking number when seller said item was shipped. I followed it online & when the package arrived the item (cellphone) had been removed and the envelope stamped "Item not recieved".
It was obvious to me that the envelope had been opened as it was torn at the top.
I messaged seller & called CP and followed their instructions.
But after awhile the seller no longer replied to me and I could not get any info from CP even when I gave them the tracking number. So I have no cellphone & no refund.
I didn't realize how long this would take to sort out & seller seemed sincere, now it's too late to file a dispute.
How long do I have to get a refund through Paypal?

Claims through PayPal must be filed within 45 days and no longer an option.
Seller's obligation is to the buyer via refund. Recovery from carrier for loss is entirely their issue other than buyer cooperating as necessary.
Only route open is the charge back if payment was funded with card.
Never let an unresolved transaction slide beyond the 45 days.
