Variety of reasons. Some still do not know there are FVF on shipping. They think they are getting away with something. Others load up on every option to protect themselves as they consider every buyer a thief. Others will have normal domestic shipping and ridiculous international shipping to say they "are" selling international but really don't want any of "those" customers. Others just do not have a clue.

Why don't you take a minute, go to the nearest post office with the parcel and ask?
If the thickness of the parcel (or envelope) is more than 20mm (about 3./4") you will be surprised to see how expensive Canada Post is for domestic mail.
