Why can't seller change ebay invoice to lower shipping charge?

Won 2 auctions from the same seller and asked him to combine shipping.  He says he can't change the invoice in the "ebay system" and wants to email the invoice directly to me.  Does this sound right?

What did listing show. Not all sellers combine and if listing is silent, seller should be asked in advance of bidding/buying.

An invoice by other than eBay would be an off ebay transaction with loss of Buyer Protection.
