EBAY can refund payment to seller (including postage cost.) If you mail item before payment hits your account you will be out the postage and the buyer will be able to keep the item.

If buyer doesn't pay you can file an unpaid item dispute after 4 days.
If PayPal is holding funds per eBay hold policy , sellers must ship promptly. Buyer has paid in good faith and cannot be penalized. If PP has not released in 27 days its time to make a call @ toll free 1-888-221-1161. Hold is 21 days.

If a payment is on hold, - that 21 day hold on new and infrequent sellers, - the seller is still required to ship the item. The buyer has paid, you see, and so cannot get the money back. Paypal is holding on to it, as a sort of 'safe-keeping', until the buyer leaves feedback, or 21 days has passed.
A seller is required to send items with Delivery Confirmation, - and with that, no buyer could file and win an Item Not Received case, because the seller simply enters the DC number in the paypal dispute.
If a seller sends an item without Delivery Confirmation (DC is a bit expensive for smaller items), then alas, yes, a dodgy buyer can file a Not Received claim and keep both the money and the item. It's one of the great perks of having a paypal account, - for those who suffer from insufficient ethics. Or perhaps it is others who suffer as a result.
Buyers and sellers have 60 days in which to leave feedback. Not everyone leaves it, and no one really 'owes' it to anyone. If you wished to leave some, well, you should have done it sooner. If you were expecting to receive feedback, - some folks leave it and some don't. If you sell an item and a buyer does not leave you any, -- better than a negative, you tell yourself.

If your buyer paid from his credit card or a Paypal balance, PP has the money in a non-interest bearing account. It will be released in 21 days. You are required to ship within 7 days of notification of cleared payment.
If your buyer paid from a bank account, PP will not have the payment for about 10 days. Do not ship until you are notified by PP that the payment cleared.
If there is a claim of non-delivery, PP requires Confirmation of Delivery from the seller. Proof of shipping is not adequate.
HOWEVER, Canada Post insures most services against loss or damage in transit. If you did not use an expensive DC service (like Expedited), you can make an insurance claim to Canada Post. But refund your buyer before he goes to PP! There is a lot of information and advice about such claims on eBay CANADA. Our situation is different from that of the US sellers, so be sure you are on the right site.
