About half the time , in my experience, the buyer apologizes, pays and leaves positive feedback. The others are never heard from.
The non-payer gets a Strike on his account which makes it harder for him to buy in future. He cannot leave feedback. You get your selling fees back. You can now relist with confidence.
Don't relist until you have completed the UID process. Having two payments for one item is a very embarrassing situation.
Go to your Seller Preferences. Block bidders who have Strikes for UIDs. I also Block bidders who do not have active Paypal accounts since they are often slow to pay or non-payers.
