Why doesn't ebay flag unfair buyers who leave a lot of negs?

One of the buyers that bought from me, left negative feedback after 7 days of paying (he paid regular shipping, and clearly said in ad that will ship Saturday after payment, and regular can take up to 3 weeks). I talked to 3 customer service reps - said they cannot do anything unless he removes it. Then I looked at the feedback he left for others - 29 negs!!! And his positive feedback wasn't really positive.
So now when anyone bids, I have to check the feedback they have left for others - which is really sad. Lesson learned I guess.
But why cannot eBay flag those who leave a huge amount of negative feedback against a whole bunch of different buyers and start an investigation? WE cannot even warn eachother about such unfair bidders - all we can do is block - and live with the unfair feedback which eBay refuses to remove. because of this person- I left eBay for almost a year (I had 3 years of 100% rating) - In less than a week - got another one - someone wanting something for free.
Anyone else find this frustrating?

Is the neg on another account? I don't see any on this id.
Ebay is being more proactive on removing buyers like that, although it depends on the situation. I do know of sellers that have used the report a buyer link AND talked to ebay about the buyer's feedback history and ebay has removed all negs given by the buyer. It doesn't always happen that way but it can.
As far as I know ebay doesn't monitor those type of buyers on their own...there has to be a few complaints about them.

Report a buyer is a form of anonymous negative feedback.
Many sellers do not recognize this reality.
If a buyer is a problem that buyer must be reported.
Many buyers will try to force an issue, such as seller leaves feedback first , and if seller does not... negative feedback is left....
and many buyers just do not understand or just like to push the wrong buttons....
Buyers can get suspecnded or become NARU... but if they are a problem they must be reported....

Ebay has implemented a number of recent changes.
Sellers have been complaining very LOUDLY about what they consider problematic and ebay has in fact responded to those complaints.
In addition to other changes, Ebay will now remove NFB and also low DSRs with PFB quite easily now.
The problem is that ebay has become a very buyer unfriendly place as a result.
IMO buyers won't stick around for long.
No one can predict the future, but I'm pretty sure that sales will suffer because of it.
Time will tell.

Let me correct that:
Ebay is fine for Americans buying and selling within the States.
Ebay has become difficult for international buyers and sellers.
Since almost all non-US buyers buy internationally, and sellers all cater to US buyers.......
Ebay has become difficult for buyers other than Americans.
Ebay is an American toy. That has never been more apparent than right now.
Ebay now has a "report this buyer" button..........
If you get reported too often then ebay will remove NFB and low DSRs left by that buyer.
This means that if a seller agrees to a certain shipping cost but then bills you more and you complain too much.......
The seller reports you as a difficult buyer.
In addition, other changes have resulted in sellers no longer filling in the cost of shipping. This means that they can bill you whatever they choose, and then if you complain they report you.
I'm not sure if all this was by design to help US sellers because their economy is so bad, or if by accident.......
I do know that there have been a lot of changes recently in addition to those above which when combined make ebay very buyer unfriendly if you're Canadian.
The message is loud and clear: ""SHUT UP AND PAY."""

Maybe because sellers are expected to pay attention to feedback when they are allowing bidders on auctions? That is why there is a feedback page after all, to show how previous buyers and sellers felt about their transactions.
(this is where I removed a rant about growing up and doing your own due diligence.)
You can do a few things to protect yourself.
Block bidders with Unpaid Item Strikes.
Block bidders who do not have active Paypal accounts.
Block purchases of Fixed Price listings until payment is made (Immediate Payment Required).
Auction sellers can monitor and cancel bids from pretty well anyone without giving a reason.
Add names to your Blocked Bidder List.
And you can Report members whose feedback shows a pattern of feedback bombing and retaliation. But eBay is not required to agree with you.
