buyer makes an offer then wont pay

 for the life of me i just dont understand why a buyer would make an offer on an item.unpaid item assistant turns on after 4 days still no response ,that was 2 days ago,really makes me wonder why even make an offer if they do not plan on paying? Maybe buyers should not have 100 per cent fb

They don't really.

If you (and other sellers) open the Unpaid Item Dispute, these deadbeats get a Strike.

Strikes are not visible but sellers can Block bids from deadbeats with Strikes.

The seller never even sees the bid.

Actually, I am not sure if the deadbeat Block works on Offers.
