I would advise eBay and PayPal by telephone about this. There are lots of scammers, and perhaps this buyer thinks he can have his dress and his money too. I have always found PayPal to be very professional and helpful. They have offered to contact buyers directly on my behalf the few times that I have had unusual problems.
