As a seller, I have always left positive feedback immediately upon receipt of payment. Always.
Not all sellers feel the same way.

Feedback is voluntary.
Sellers can only leave positive feedback, so for buyers, feedback is like tracking, useless but nice for the warm fuzzies.
Some sellers never leave it.
Some sellers leave it when they are paid.
Some sellers leave it when the customer indicates satisfaction-- usually by leaving positive feedback herself.
Personally, I make it mildly useful to the buyer, by giving the date and service of shipping which lets her know her purchase is on its way.
Above all, feedback is voluntary.

As a seller I never leave feedback until the buyer leaves feedback.. Ebay favors the buyer too much anyway. so if I get a negative feedback for some reason beyond my control or before buyer gives me an opportunity to resolve the problem, I am not just giving every one a positive feedback first before the buyer leaves feedback. I cant leave a buyer a negative feedback anymore , so I'm not leaving them a positive feedback when they might give me a negative. I try my best to resolve any problems and usually do. But there is always that one you cannot deal with even if you give the money back.

Many sellers do, yes.
Feedback is entirely voluntary.
Personally, I leave feedback for my buyers as soon as their item is shipped.
When I am instead buying, I leave it as soon as I am satisfied with the outcome of the transaction. If, for whatever reason, I am not, I AWAYS contact the seller first to discusss something that might not have met my expectations.

I used to leave feedback as soon as the item was shipped, but after having numerous buyers claim that they never got the item and send me rude messages I decided to wait until after I get feedback from them. If after 6 weeks I haven't heard from the buyer, I assume that everything is ok, and I go ahead and leave feedback.
Honestly I think that ebay should adopt the same feedback system as airbnb: Feedback isn't visible to anyone until both parties have posted their feedback, and after that both parties can respond to both positive and negative feedback.
