how to place a notice on the selling list  to tell people something,   ( like above picture, Or under the shipping time) anyway, a place easily be seen.

I think you have to use Item Description for that unless you're talking about Seller's Notes which is an area reserved for condition details if the item is designated Used.

Condition description Help for Condition Description

 Highlight any defects, missing parts, scratches or wear and tear also described in your item description. Use this field only for your item's condition to comply with our selling practices policy.

Or subtitles but you pay $1.50 extra for that; it's found under Describe Your Item on the long sell form.
