You purchased an item last month from a seller in China with over 380 negative feedback.
Wait 30 days from date of payment then file a claim with PayPal for non-receipt.
Do not cancel that claim until you either get your money back or the item in satisfactory condition.
In future I strongly suggest you avoid buying from China unless the seller has a near perfect feedback rating.
