i ordered compasses and received lightbulbs

i contacted the seller many times and i have yet to receive a refund.  at first he offered me 5 dollars but i  i paid 50 dollars.  then he offered me 20 dollars and i said no i want my full refund.  now he wants me to send the lightbulbs back and says he will refund me the money.  how is it that i have to pay the shipping for his mistake.  i know one thing i will never shop on ebay again.
