What was the item number. It may have been a GSP item but without a fuller explanation your question is pretty much unanswerable.

I can see you're new to ebay but if you want some help with this, you have to give much more information.  People are here to help but are not mind readers.

I'll give a shot at mind-reading: You likely purchased an item via the Global Shipping Program (GSP). Your PayPal payment will show two separate payments, a payment to the seller for the amount of the item won plus a local US shipping cost, and an additional payment went to Pitney Bowes that includes international shipping to you plus "import fees" (By the way, GSP is a complete rip-off. I've never paid a dime in import costs for an item under $100 from the US using USPS, but that's another conversation...)
