Most people prefer to buy from sellers.
However, yes. A seller can combine shipping on multiple purchases in a short period of time. Under a week. Most sellers will also discount shipping on such purchases.
But sellers are not required to combine or to discount shipping.
If your seller is using the Global Shipping Program which show like this:
Customs services and international tracking provided
on the listing, he will not be able to combine your purchases. He may want to but he can't.

Some GSP sellers on ebay.com use a "cart", where shipping and import charges are combined.
Pay once for multiple items in the "cart".
I avoid GSP items, usually too expensive and problematic for my interests, and haven't tried it, but you can ask the seller if it works properly.
A lot of other sellers, non GSP, will combine shipping charges, but ask before purchasing.

I agree - you have to send the seller a note re multiple items to get a discount (if seller offers) whether GSP or not. I posted a note to Kalvin (ebay) a while back asking WHY is there no cart on .ca - his reply was "we're working on it". Only site I've ever seen that doesn't have one and I really do NOT understand why! We shouldn't have to msg the Seller first - crazy. The first time I did this to a seller in States I think they thought I was computer illiterate when I said we don't have a cart - please discount! Come on Kalvin, and/or IT people - surely this isn't a big thing to do.
