can anyone tell me why when someone does not complete a transaction by not paying what gives them the RITE to post negative feedback,Meg that should be reserved for proper ebayers only. Does anyone agree with me.

Of course you are right however, Ebays rules and regulations regarding feedbacks clearly states that just about anything can be said in a feedback comment, factual or not. We have had just one single solitary negative feedback from a year or so ago. I believe the word the person used was "fraud" . Thats right, he called us a fraud artist. And why did he do that? Because we had the nerve to tell him, after he won our auction that we were very sorry however, as stipulated in our auctions, we do not accept personal checks. So the feedback was left and of course, the "buyer" never completed the transaction but was allowed the rights and privelige of leaving us that feedback. Despite numberous letters from us attempting to appeal to ebays sense of fair play, (can you say oxymoron?) the solitary negative remained. My advice? Live with it. Suck it up. Move on to bigger and better things. The bottom feeders that cause this type of grief eventually get weeded out and go bye-bye.

Sometimes a buyer will not complete a transaction because the seller has changed terms after the listing's end, such as inflating the shipping cost. Does that mean the buyer shouldn't be allowed to leave feedback to explain/complain about the seller? It's one of the reasons why eBay won't disallow a NPB from entering feedback.

Now, the feedback rules are changing in the next little while where an eBayer who won't participate in a transaction resolution can have their feedback removed by eBay. This will help against those cowardly NPB's who won't respond to e-mails about the neg they left.

imagi.nation, I was just composing a similar response when I hit something on my lappy and it lost the whole damm message!! Anyhow, you're right and bidders MUST be allowed to leave feedback, even when they haven't paid because there could be a valid reason and eBay really can't make value judgements and take sides - IT COULD BE THE SELLER'S FAULT 😮

deztinationz - Did you read my previous post? If a shady seller decides to change terms or charge undisclosed fees after a listing's end would that not be the seller's fault for the buyer not paying for the item?

I'm not saying this is common, but it is a reason why buyers who go NPB are allowed to leave feedback.

Changes are coming to the feedback system that will prevent some of these issues. The following was taken from the Feedback Board:

Today, at eBay Live! 2005, Bill Cobb, President of eBay North America, announced a number of changes we will be making to the feedback system later this year.

These changes include:

1 )Neutralizing feedback left by members who don't participate in issue resolution processes. We believe that members unwilling to participate in processes designed to help resolve issues, such as the Unpaid Item process or the Item Not Received process, shouldn't be able to impact another member's reputation. After this change is implemented, if a member leaves feedback for a transaction and does not participate in these processes, eBay will neutralize their feedback. This means the rating (whether positive or negative) will not affect the recipient's feedback score. While the feedback comment itself will remain, it will include an administrative note from eBay indicating that the feedback doesn't count towards the member's total score.

2) Removing feedback from users who are indefinitely suspended within 90 days of registration. We believe that members who are indefinitely suspended within 90 days of registering on eBay were never truly members of the Community, and so their feedback comments and ratings should not count. We will automatically remove feedback (positive, neutral, and negative) left by such users.

3) Requiring new members to complete a tutorial before leaving neutral or negative feedback. This change will require all new users (members with a feedback score of less than 10) to complete a short tutorial before leaving neutral or negative feedback. We hope that the tutorial will educate new members about the feedback system as well as ensure that they are aware of the various communication tools available to them prior to leaving feedback for their trading partner.

Since we will now be addressing member non participation within the eBay issue resolution system, we will align eBay-approved certified dispute resolution services' feedback withdrawal systems with eBay's and only accept mutual feedback withdrawal when both members agree to the withdrawal. This will take affect when we introduce the process for neutralizing feedback from members unwilling to participate in issue resolution processes.
