received item not as described, item was fix in bad way and it shows, why do I have to pay both shipping cost, not worth it, also do I leave seller neg feedback or will he give me one back, than you for your help

When there is a problem, the first thing to do is contact the seller. Quite often things can be worked out amiably between you. Otherwise, as I am sure you know, the alternative is to open a 'Not as Described' dispute, meaning you will likely have to return the item at your own expense. A few sellers will reimburse you for that shipping fee if the problem was truly the seller's fault. But the seller will not be forced to refund it, only the original item + shipping payment. As for what kind of feedback to leave, - that is up to you. You have 60 days so give it some thought. A lot may depend on how the seller treats you. Most sellers will do everything possible to keep you happy, so help them out by giving them the chance to come to an agreement with you.
A seller cannot leave negative feedback for a buyer. Buyers always have 100% feedback. Ideally, then, we should all try to earn that by being the best buyers we can be. 🙂
Whatever you decide, if you can state the facts as pleasantly as possible you will appear more believable to other buyers. And remember that whatever feedback you leave for a someone, you also leave for yourself. It remains a permanent part of your outgoing feedback.
So I'd say start by contacting the seller and gently explain the problem and how unhappy you are about it. His response will help you decide how to proceed.
