Hello,
monday I won an auction at a ridiculous price.
Before I bid I asked for the shipping cost. We had several messages The seller is in Tx, US and I am in Canada. Seller (in the add) says ships worldwide. He told me "Cannot ship using postal office directly from me, but you can use eBay global shipping program". OK, It's fine with me. I found a seller in the same town, for the same item with the global shipping program, it is $16.24 USD. I send him the information and the link to the other item.
When I bid, the shipping price was finally $69.99 USD UPS ground. When I won the shipping price disappeared. I went to "pay now" but I get an error message that the seller didn't put a shipping price. So I requested a new invoice.
I got this answer: "I asked the postal office, they didn't accept the bulky item, said over the limit to international shipping". I said Ok use the global shipping program, and I explaned that when I put my bid there was a $69.99 UPS ground. They didn't answer this message.
What I don't understand is that when ebay send me a reminder to pay, the $69.99 for shipping is there, but when I go to pay, it isn't.
It feels like the seller don't want to send it to me because the price is not at their liking. I attached a picture that shows the shipping price.
What can I do?

Are you complaining about the $69.99 charge or because you can't pay the invoice when the fee disappears? $69.99 is a reasonable fee for such a big box. This is one of those examples where the GSP is a better buy for shipping than USPS. Has the seller sent you an invoice with the shipping fee? The lower fees use UPS or GSP where the seller sends it to Erlanger by UPS. These big places have UPS contracts and can send things cheaply. When you buy at the UPS fee you will pay a lot in brokerage and taxes before getting your item so you should consider a GSP item where the charges are all up front.

Because I can't pay at all. I get the error message that the seller didn't include the shipping cost and to request the total.
I would be happy to pay 69.99$.

Did you request the total? Try that, and use the contact seller link to ask them to send you a completed invoice with the fee. How they respond will give you a good indication where you stand and what to do next.

I would prefer to go with the GSP because there are no surprises fee or other import charges. I woudn't mind paying more than 15$. I only wanted to show that it is possible to ship such items to Canada with GSP at a good price. When I bid it was 69.99$ with UPS so I was Ok with it, but I would prefer GSP.

If it has been very many days (did you mean 3?) you may as well just ask to cancel. A seller who wants to sell would waste no time in getting you the invoice. It doesn't look like you will be getting this item. Ask to cancel and then find one at a good price with GSP because of no surprises.

It was monday that I won this auction. I would have to be very lucky to get another one at $4.25

I said a good price, I didn't say the same price. 🙂 After 5 days if the seller planned to sell it to you at that price you would have a real invoice by now. I know how maddening this is because you have to get untangled from this transaction and then find another. If you are not going to get this one, and it looks like there is no chance of it, you will have to move on.

As a buyer, if we win a bid or use "buy it now", it is like a contract, we have to pay. I was hoping it was the same for a seller if they sell an item (auction or not). I tought it was the same for the two sides, that it was the rule.

It is supposed to be and you can report them for being a nonperforming seller. But just as a seller can't force a nonpaying bidder to pay, the auction winner can't force the seller to ship. If you want to wait some more that is up to you but I don't see you getting this for $4.25. If you need a cello case I think you will have to finally cancel and find another seller.

It is true for both sides which is the reason I said earlier that the seller will be penalized by eBay for failing to provide you with the information you require to complete checkout. He or she lacks either the skills or the will to do so. Apparently.

Haha, who would've guessed that the day would come when Canadians are recommending the GSP, seeking out
those listings in Search and asking a seller to take his item out of direct USPS mail and opt in to the program so the
Canadian can buy it.

If I could go with USPS, I would, but the parcel is too big (cello case).

The GSP is either on a listing or not.
It can't be added or removed after purchase.
The $69.99USD would cover only transit and for a bulky item like a cello case, does not sound wrong.
It does not include Canadian duty or sales taxes. And UPS adds a hefty $25 or more 'customs brokerage fee'. The bill for these is presented on your doorstep and you would not get your purchase until you pay.

Well, no.
That would be the cost for the seller to ship that case to Erlanger KY, where it would be forwarded to Canada after appropriate Canadian duty and sales taxes were added.
You can check the cost yourself by going to the USPS site and entering the approximate PACKAGED dimensions and weight of the case and considering the various services available.
x_e who is a US seller and uses (used) the GSP, can tell you more about how sellers set up shipping.

Ask your current seller to cancel your transaction. He doesn't have to, so leave polite feedback.
Then buy from the other guy in his town who uses the GSP and ships to Canada.
But the import cost is gonna be more than $16.24. No question.

Is the cello case over 70 lbs? If so, you are correct. It can't go USPS.

It's not the weight, it's the dimensions that are the problem - it cannot go by mail, either in USA or Canada. It must go by courier, as I posted previously.

The case is about 18 lbs. It is the size that is the problem with USPS.

The 16.24$ is the shipping costs (GSP). The import charges are $39.82 with GSP. That seller is full price. For the seller I did business with it was an auction. There is a difference of 395.00$ USD. The shipping cost ($69.99 UPS ground) that was on the add when I bid, is not there when I go to checkout. But it is on the reminder email to pay from ebay. The error message says that the seller didn't include shipping costs and to ask for the total, wich I did multiple times.
