shipping price keeps going up as the item gets closer to closing date. is that allowed to happen?

Well no...And there is no way that I know for that too happen unless they are using the online calculator and shipping went up during the period of the listing. Is the listing one with GSP shipping from the US maybe?
If we could see the listing you are referring too we could probably give you a bit more help. Do you have the listing number?

Canada Post rates increased very recently, as they do each year mid-January.
If it is a buy-it-now item -- or auction without bids - the seller may revise shipping options too. It's always a good idea to re-read everything just to be sure before you place your bid or utilize the buy-it-now function.

If this is an auction with multiple bids, and the seller is in the USA and is using the Global Shipping Program, then yes.
To be more exact, the 'shipping' cost would not change, but the 'import fees' would.
Import fees are made up of Canadian duty, a percentage of the value of the item, and Canadian sales taxes, also a percentage of value, as applicable plus a service fee of about $5 to Pitney Bowes which runs the Program.
Is it possible that this is what you are seeing?
