should I pay the money back right away?

One customer bought a bracelet from me. He payed on January 29, 2014., I shipped the item on the same day. after I shipped, I gave him positive feedback right away, and sent him email to thanks for his business, tell him the item will arrive in one week also time, and tell him if he has any questions, do not hesitate to contact me, otherwise please leave me positive feedback. I did everything just like I always do.

Nothing happened before last night, he did not contact me, he did not leave me feedback either. Last night, I got one email from him, He said over one month since he paid, he still haven't received his item, he doesn't want to leave negative feedback and open a dispute. He asked me to pay his money back.

For my side, I think I shipped immediately when I got the pay, and he didn't contact me so long time, I guess he received the item in time, just did not feel so good, so didn't leave me feedback. But now, one month passed, he asks me for his money back.

For his side, maybe he is nice, just has waited so long time, and didn't get his item, for sure he should ask his money back.

Last night, I replied him that I can pay his money back, but let him give me one week. I should go to post office to find out what happened about the item, and I want to ask ebay about what I should  do. 

Just now, I got his email again, he wrote not so polite.

I really have no experience about this, can you so nice tell me what should I do now? that is not a big sum of money, I just want to know what is right.

it's only $1.99 - just refund the money and move on.

Unless you can prove the buyer received the item you will have to refund. Either now when the buyer is still talking to you or later when eBay forces you to refund.

Asking the buyer to wait a little bit longer is standard procedure but such a request usually has more credibility when it comes from an established seller.

Where was this package sent to? For most countries 5 weeks is plenty but for some it's not at all unusual.

On other matters.....if you really want to sell stuff here you really need to work on your listing titles and descriptions. The pictures need a lot of work as well.

First- refund the toonie. It's not worth the hassle.

Ask politely that he refund the refund (through Paypal Send Money) when the bracelet arrives.

In future.

Only use Air Mail Shipping. Surface is too slow and you will get more claims like this

Self insure on cheap items. Add a few pennies to the asking price or shipping fee to cover the cost of the occasional loss.

Thanks so much for your help. I payed the money back already. That is not a big money, I'd like to make the customer happy, I just feel unfair, I worked so hard and his attitude is not so nice. and, I am new on ebay, I want to find the best way, maybe this happen again some day.

You have the suggestion  that I want to take. I refund the money already. and I am thinking to change the ship way. I am afraid if I charge too much shipping fee, I will lose customer, because I just sell some very small items. anyway, it is better than the customer complain me, right?

I visited your store, and find that you provide economic letter mail also, how can you make sure your customer get the item, and get 100% positive feedback, I really admire you for that.
