Hi liquorlady.. Did you ask both sellers for a refund prior to filing with PayPal.
Refund is a non issue. You've filed claims and PayPal will refund if sellers do not.
Seller is in no position to be negotiating with you. A smart one would have refunded immediately , apologized and then asked for a revision.
Refund /revision are not in lockstep. You can decide to revise if you wish or not. It must come from seller..

You can attach a Response to your feedback explaining the sketchey seller's outrageous demands.
It is the seller's responsibility to use a shipping method that gets the item to you promptly and securely.
He should be refunding not making silly demands.

Since you filed disputes with paypal, the sellers will have to prove the items were delivered. Since they can't, paypal will refund if the sellers do not do it voluntarily.
Tell the seller you will not revise any feedback while they are still holding your money hostage.
Once you have been refunded, you can eitiher leave the feedback as is or change it. It doesn't sound like the feedback should be changed but that's just my opinion.
By the way, both those sellers you left negative feedback for have over 40 feedback revisions. That means they had over 40 additional negs. They have a habit of trying to make things right after they get negs.
