After opurchasing a monitor from a supplier in china that did not work properly I asked for a return and refund the cost was 400 dollars,more than I paid for the item. Because of this I gave a negative feed back. The Supplier then sent the following threats.

The Paypal policy is basically that neither party can have both the money and the item. They also demand proof that the unhappy buyer prove that the unwanted item has been received by the seller before they will refund.
This was an expensive lesson. Do not order anything from China, that you cannot afford to return or dump if it is unsatisfactory.
You could try asking the credit card you really paid with (PP is just a mediator) for a chargeback. Call the 1-800 number on the back of the card and talk with the cc customer service agent. She will need the dates, transaction numbers and payment amounts to process your refund.
Or the card company may also want you to return the item. However, they may possibly if you are lucky only ask for proof of shipping, rather than proof of delivery.
