There is a Report button on every listing.

All you will see is a polite thank you note from eBay. They want members to police the site, but do not want to encourage vigilantes.

Also you could be wrong.

That said, if you put the questionable seller on your Favourite Sellers list, you may notice that he suddenly goes NARU (Not A Registered User.)
