i want to buy something on ebay, and it's written a note:

Your account has exceeded eBay’s limit for unpaid items. As a result, your buying privileges have been restricted.
You’re still able to pay for items you’ve won in an auction-style listing or purchased through Buy It Now. And if you already placed a bid on an item and win it later, you can pay for it. You can also still sell.

on "my messages" there is nothing.
what should i do to be able to pay for the item i want?

Pardon my saying but you probably should have paid for those other items you allegedly wanted. Most sellers block people with 2 or more unpaid item strikes, and that seems to be the case here. Alas there is not much you can do until the strikes drop off after a year. Well, there is something you can do, - read up on ebay policies regarding unpaid items.:-) Begin here:

Apart from that, the only thing I can think of is if you see something you really want and are actually willing to pay for it, you could ask the seller for permission to buy. Chances are you'll be blocked from contacting the seller as well though. But if you were to suggest the seller list the item for you as 'Immediate Payment Required', - meaning you don't get it until you actually do pay, - you might find a seller willing to accommodate you.
Bidding and buying are loads of fun, but it is also very serious, - you are expected to pay for every item you buy and win whether you ultimately want to or not. Few things are as irksome to a seller as a nonpayer, so don't look for a whole lot of compassionate understanding.

It means that you have bought too many things without paying for them.
You can still pay for the items you have already bought.

Hi Maya .. Thats an ebay ,not seller, restriction and an alert should show(or will) in your myebay.

You ignored sellers' invoices, their reminders, ebay's reminders and the unpaid item dispute notices. As a result, you got well deserved unpaid item strikes.
Since most sellers block bidders with 2 or more strikes in a 12 month period, you may encounter a few blocks when you try to bid or buy.
When you bid or select the buy it now button, you are agreeing to pay for the item. You didn't so now you can't buy. Those are the consequences of ignoring your obligations.

Time for a little rough justice:
The only way to fix your problem is for YOU to stop wasting seller's and eBay's time and money by running ram-shod through the marketplace, committing to purchases and then refusing to pay for them. It is very difficult for a buyer to get in this position so you must have racked up quite a high number of unpaid purchases.
Your activity is that of a person that NO ONE wants to be browsing around this venue.
They have enough trouble on this venue that they do not need this type of "buying without paying" activity.
