Someone comes up with this complaint at least once a week.
Nothing new and it has been going on since before I started selling back in the 20th century.
Want to get rid of the deadbeats?
Open Unpaid Item Disputes as soon as possible (96 hours) and give them another Strike.
When the deadbeats have two Strikes, it becomes very difficult for them to bid never mind win.
When they have 'too many' Strikes, eBay does boot them.
And set up your own Block against bidders who have Strikes.
Or set up your listings as Fixed Price/ Immediate Payment Required. As well as Paypal Required to get shut of newbie thrill bidders.
Sorted.

A glance at your listings shows a lot of spelling errors in your titles. 'nece' 'franks' etc.
Poor spelling and grammar is an indication to scammers that the seller is not.... .. *puts on asbestos Stanfields*...... not too knowledgeable about his product or about selling.
Spellcheck is your friend here.

'Three strikes' is just an opinion of many posters. EBay does not say how often a member can not pay before they get rid of him.
Remember that there are labour costs to eBay for handling these complaints too. I'm pretty sure that's why it is so difficult to find where to start a Dispute and why their first step (contact seller) doesn't mention that it is unnecessary to get into a conversation with him.
Negative feedback is useless.
Most sellers, including me, rarely use any type of listing but Fixed Price. We don't know anything about our bidders until they have purchased.
But UID Strikes and other Blockables allow me to have confidence that most of my bidders are also buyers.
Still, I've been selling retail , mail order and on line for some thirty odd years. Shop theft annoys me. Interrupted or abandoned purchases are no biggie. At least on eBay I'm not finding defrosted ice cream on the detergent shelves or ladies underwear mixed in with the decorative pillows.
