Items being sold under the GSP have both the seller's (domestic) shipping and handling fee and lower, separately the charges from the Global Shipping Program.
The seller's fee carries your purchase from his location to Erlanger KY, where GSP parcels are sorted, brokered and shipped out of the USA.
TheGSP/ shipper's fee includes postage and handling, Canadian duty (if any) and Canadian sales taxes.
If you had been bidding from a dotCOM page (rather than being signed in to dotCA) the GSP price might not appear, since it would be irrelevant to US bidders.
The amount of the GSP charge might change once your bid value ( tax and duty are percentages) is confirmed. There might also be a change in the Pitney Bowes/GSP brokerage fee, which starts around $5.
