why is a difference of 3,15% on the price I won the bid to the price I have to pay via an invoice?

If the seller is in Canada and has a presence in your province, it might be sales tax. (Alberta /GST/ foreign exchange percentage).

It could be the PP fee, but that is usually charged to sellers.

It could be the variation in foreign exchange between the time you purchased and the time PP took the money from your account.
