A canadian seller got my scarf accidentally from another seller from usa. This woman keept my scarf and does not want to return to me or original seller. This seller from usa lost her case, because she did mistakes on ebay. she does not understand ebay claim process. What do?

With the exception of Big Bang Theory, I haven't seen a scarf chest in years.
If your money was refunded in full, there's nothing more you can do.
Perhaps I missed something?

Money was not refunded, she knows scarf belongs to me and still she is not sending it back to the original seller. I offered retour money and she blocked me on ebay. So, what if I open a case against her by canadian police via email?

Based on your statement, "This seller from usa lost her case", I assumed an eBay claim had already been decided.
"canadian seller got my scarf accidentally from another seller from usa", is the U.S. seller's problem.
The police don't care about your scarf and aren't going to do anything.
If you haven't opened an eBay 'Item not received' case, do so.

This canadian ebayer, she sells hermes scarfs too, is not honest, this scarfchest is her name. Usa seller lost the claim because, she could not offer return label, because she needed from canadian ebayer an email. canadian ebayer would not offer her email for retourn label. so after two weeks ebay just closed the case and canadian ebayer got money refund and my scarf. usa seller can not do anything now. she will refund me, but I want my scarf. I will open a claim by canadian Police and at China embassy, she is from china. I think it should work somehow.

You bought a (Hermes? oooh!) scarf.
The seller shipped it to the wrong person.
There was a Dispute from the "wrong" person, and the seller lost.
As a general principle, it is my understanding that when you are sent something you did not order, it's a gift and you can keep it without paying.
The SELLER owes you money or a replacement scarf.
Open a Dispute in the Resolution Centre at the bottom of this page.
You have only 30 days from last estimated date for delivery to do this.
If that window has closed, you have 180 days from PAYMENT to open a Dispute on Paypal.
The PP Resolution Centre is at the top of the page under Tools.
And of course, you can also ask the credit card you back your PP account with about a chargeback. Card policies differ.
TL/DR
You are not going to get the scarf. Go for the money instead.

Seller swiched scarfs. I got one which was for canadian ebayer and she got mine. I retourned scarf on my expenses and canadian ebayer agreed to return too, but she wanted retour label. usa seller could not create on ebay retour label without ebayers email or phone. She asked ebay, but ebay didnt offer this information to her. Without this informations she could not create return lable. its true? If yes, ther is a problem on ebay I think. Canadian ebayer knew, she can not create retour lable without email or phone and she didnot offer this information to usa seller, deliberetly. She wanted to keep scarf.
I offered canadian ebayer retour fees, but she ignored.

She needed neither, only the address, which she had when the other buyer paid.
In addition to a return shipping label, which can be made through Shippo, she could also have sent money using Paypal's Send Money service.
I don't think the other buyer was right to keep the scarf, but most of the responsibility, including legal responsibility in my opinion, rests with the seller.
Open the Not As Described dispute, attach the tracking that shows delivery, and eBay will refund you ALL your expenses.
If the eBay deadline has passed, open the Paypal dispute, attach the tracking that shows delivery, and Paypal will refund you your original payment.

Seller could not send her retour money via paypal, because, you need email adress for that too. I know it is sellers responsibilitiy what happend. She has over 2000 feedbacks. I dont understand what she did in this case. She is not worried about lost scarf. She tells me, she did not lost anything at least. Seller tells me that Canadian ebayer was payed by global shipping program for her scarf, not from sellers money. It is possible? I will get my money back from paypal. But, usa seller lost one scarf. How is possible that global shipping program on ebay payes for not received scarf refund? They take money from sellers account, I thought, no?
It seems strange to me. My second opinion is, she sold this scarf afterwards to canada ebayer and acts now like this. I dont know what to think. Seller is not worried about scarf lost.
She told me , global shipping program should pay for my lost, because they swiched scarfs and made mistake. I dont belive this.

She's lying or stupid.
She can send money via Paypal. She can send a Return Shipping Label via Shippo.
I've done both.
Have you received your refund from the seller for your entire cost including both the original payment and your return shipping cost?
You won't be getting the scarf. Forget it. Get your money back.

She is always very nice in emails and says she will do everything. But she did nothing for this case. She just let to happen all this mess. I wrote many times and after this, she sent money for retour, but she didnt agree or answer paypal claim. Paypal will close claim in 10 days. She promised me to talk to ebay customer service and to the canadian ebayer and so on. I was paying, cooperaiting and waiting for one month now. Nothing happend.
Is is not about the scarf, its more about bad feeling, to be swindled and robbed.

If you did not receive what you ordered, eBay's money back guarantee should apply. If a not as described claim has been opened, let that take its course. A refund is the best you can hope for at this point....
and if it is no longer about the scarf, holding bad feelings will solve nothing. There is little point in dwelling on what if, what could have been, what is or isn't, if the refund is issued to you, then put this behind you and move on...
