Your sellers are using Seller Protection programs called eIS (USA) or GSP (UK)
The seller ships your purchase to a Hub, in their own country.
Once received at the Hub, the seller's responsibility for delivery ends.
EIS/GSP is now responsible for paying import fees and delivery to Canada.
There are two "sets" of shipping.
The seller gets part of your payment for "shipping and handling" which covers their cost for bringing your purchase to the Hub.
The eIS/GSP gets the rest of your payment for those import fees and for the rest of the delivery.
So even this one seller has free shipping in the uk asks me to pay more because he has to pay to ship the parcel to eBay hun and then he doesn’t even get the money eBay takes it?
Yes.
The "free shipping" in the UK is actually included in the asking price.
But international shipping is much more expensive.
I can send you a letter for 99c because we are both in Canada.
But if I send a letter to my cousin in Scotland, it would cost $2.92.
More complications.
I could send you a purchase (say- a postage stamp or a sports card) within Canada for as little as 99c,
but to send the same small , light item I cannot legally send it by LetterMail.
It must go as a parcel with a customs declaration.
And that is even more expensive.
Around $15 or $20.
And at the other end, my cousin would also be paying duty and VAT (sales tax) on their imported purchase.
So.
Your seller will only pay to ship to the Hub.
But.
You will be paying to ship to Canada.
All this happens behind the scene, while you are charged the amount the eIS/GSP pays for international tracked shipping plus appropriate Canadian duty and sales taxes (GST/PST/HST).
The eIS/GSP then sends the import fees to the Canadian government.
Please don't ask how the seller gets paid, when you use a Paypal account backed with a debit card. I already have a headache.

If the seller has free shipping within the UK they shouldn't be asking you more for shipping it to the hub. They wouldn't ask UK buyers for extra and it cost them the same or similiar amounts to ship to the hub as it does for them to ship within the UK. Perhaps they are confused and think that they have to pay fees on the international portion but they don't. They only pay fees on the domestic shipping that they charge for.
Many buyers do not realize what shipping costs are to their location as they don't often use the post office to ship a package very often. Shipping costs have really gone up in the US for both domestic and international shipments so that may be part of the reason for the increase you notice. As far as EIS and GSP charges, some of them are actually quite reasonable, unfortunately that is not always the case.
It's not possible for ebay to compare what sellers charge vs what they have paid for shipping. Not all sellers use ebay shipping and ebay has no way of knowing the cost of the materials that the seller uses for shipping. There are tons of transactions on here per day so it would be impossible for ebay to monitor it. Plus, the buyer is never forced to buy what a seller is selling so if you feel the shipping charges are out of line you have the choice not to purchase. I realize that it can be frustrating but if sellers lose sales because they are charging to much then they look again at what they do charge.
