I'm sorry to hear this.
Your first step is to contact the seller for a tracking number.
Has the Estimated Delivery Date passed? If so, open an Item Not Received case in the ebay Resolution Centre. Ask for a refund, don't accept a replacement. Don't leave feedback for your seller until the case is closed and you have your money back. With that money, you can buy again from the seller or try another.
If too many days have passed and you can no longer find the transaction in your Purchase History, go to Paypal to open the case. You'll find it in your Account Activity. With paypal, you have 180 days (six months) from date of purchase to open a case if your order is nowhere to be found. Again, decline any offer to replace, get your money back and make your decisions then.

If the estimated delivery date (found in your purchase history) passes, you have the option to open an "item not received" case through the Resolution Center.

Don't wait too long after the estimated delivery date though - you have only 30 days after it to open a case.

This is true BUT
All you want from the seller is a useable tracking order that tells you where your purchase is OR a refund.
You do NOT want a replacement.
A replacement if it ever comes at all, will take you past the Dispute date.
Do NOT get into a conversation about the purchase.
If you don't get the number or refund within 24 hours, ask eBay to step in and escalate to a Claim.
If the seller cannot prove Delivery (not shipping, delivery) you will be refunded.
And if the eBay deadline has passed, you can do the same on Paypal.
