Item Not as Described

I know I have asked that question for 2nd or 3rd time.  I don't see "item not as described" in my purchase history for me to open a claim, so where do I open the claim for it?  Did eBay removed it or what?  Thanks in advance.

Resolution Centre link is at the bottom of this page (at least it is on a computer, not sure about handheld devices).

Select not-as-described then continue and select from eligible purchases.

You have to open a Return Request because if it’s Not as Described, ebay already knows you don’t want to keep it. Then the seller is obligated to send return postage and it goes back. Simple.

EBay changed it for the general term "Return this item".
