He has 180 reasons to have found the card within days.
He had (I believe) five days to get it in the mail.
Assume that his pants are on fire.
The Resolution Centre is at the bottom of this page.
You have 30 days from the last estimated date in the delivery window eBay gave you to open a Not Recieved Dispute.
Do NOT agree to a replacement- it won't arrive either.
If he cannot prove delivery (not shipping, delivery) you will be refunded.
If the delivery window has closed, you can go to the Paypal Resolution Centre which is under Tools at the top of most PP pages.
Same basic routine, but you have 180 days from payment to open the Dispute.
If he cannot prove delivery (not shipping, delivery) you will be refunded.
And if you backed your PP account with a credit card, which is always a good idea, you can phone them about a chargeback. Card policies differ.
But start with eBay. The robotic Resolution Centre processes hundreds of refunds daily . (There are some 125million successful transactions every day too.)

Okay seller opened a shipping label on the 28th, but it’s empty, package not yet scanned by Canada post, so I don’t know if it arrived yet. Should I wait another 2–3 days for something to update or should I ask eBay to step in now

The shipping label was probably printed at home on Saturday the 28th.
Nothing done on Sunday.
So we're looking at Monday the 30th as the earliest possible mailing /acceptance date.
I know the Post Office was open on both Monday and Tuesday because I was actually there with parcels both days.
But it was closed on Wednesday, January 3rd.
My post office gets a pickup at 3pm, but ExpressPost and Priority Post are picked up at 1:30pm, probably so those faster more expensive services catch the ferry to the Mainland and the Richmond Terminal.
If I miss the 3pm pickup, the parcel stays at the PO till the next day. But that "late" parcel does get accepted and that is recorded.
The seller was charged for the label when she bought it. Foolish not to get it on its way promptly.
What dates did eBay give you as the window for delivery? You have 30 days from that date to Dispute as Not Received.
Was the 27th the first or the last day of the delivery window?

All that being said.
The card was supposed to arrive by the 27th?
And she didn't ship until the 28th?
Open the Dispute.
The first suggestion is that you Contact the Seller.
But you have already done that.
Ask eBay to step in and Escalate to a Claim.
